Amends section 206M-15, Hawaii Revised Statutes, to add Phase II or III Small Business Innovation Research grants to qualifying criteria. Increases the ceiling on transfers from the Hawaii Capital Loan Revolving Fund from $100,000 to $500,000.

RESEARCH ACTIVITIES Clarifies that sections 41 and 280C(c) of the Internal Revenue Code shall be relied upon for calculating the state tax credit for research activities except that references to the base amount shall not apply and credit for all qualified research expenses may be taken without regard to the amount of expenses for previous years.
HB2338 TAX CREDIT FOR RESEARCH ACTIVITIES Clarifies that the credit is not available for research conducted outside of the State. Eliminates the requirement that the department of taxation certify all research credit claims. Clarifies that failure of the taxpayer to submit the required survey to the DBEDT is a waiver of the right to claim the credit.

TAX CREDIT FOR RESEARCH ACTIVITIES Establishes an income tax credit for taxpayers who incur certain expenses for manufacturing products in Hawaii.  Applies to taxable years beginning after December 31, 2014.  Repealed on Janaury 1, 2023.
 HB1534 AGRICULTURE INNOVATION Establishes an Agriculture Innovation Grant Program to fund agribusiness incubator programs to support start-up businesses in Hawaii focused on feed production, food waste recycling, on-farm energy efficiency, and soil health and conservation.

MAUI FOOD INNOVATION CENTER Authorizes the issuance of general obligation bonds for the completion of the Maui Food Innovation Center at the University of Hawaii Maui College.
HAWAII HIGH IMPACT CENTER FOR COMMERCIALIZATION Establishes the Hawaii high impact center for commercialization in the University of Hawaii's office of the vice president for research and innovation.
ECONOMIC DEVELOPMENT Establishes an innovative business interaction program under the Hawaii tourism authority. Increases the transient accommodations tax revenues deposited into the tourism special fund by an amount to be used for the program.
